German armies continued their advance into Soviet Russia and occupied Minsk on Feb. 21, 1918. Soviet leader Leon Trotsky announced that Russia would come to terms with the Germans, which culminated in a peace treaty signed at Brest-Litovsk on March 3. Political purges within the Soviet military had reduced the gigantic nation's army to ineffectiveness.
